As part of the State Governments Art Built-in policy, Brecknock Consulting were engaged to develop the Integrated Cultural Opportunities Assessment, which included the development of the art program and artwork strategy. Brecknock Consulting implemented an innovative art program by placing artworks within two of the tunnels and were further engaged to oversee artist selection, fabrication and installation of the artworks.
